Pay Dates for Employees' Services
Payment for services performed by an employee
will be made on regularly scheduled pay dates only. State regulations prohibit payments
made in advance of scheduled pay dates.
Reason for policy
To ensure compliance with the Federal Wage-Hour Law, regulations of the Internal Revenue
Service, and laws of the State of Georgia, the University will purchase services from
employees only through the payroll system. This precludes any type of contractual
arrangement with any University employee for payment of services other than through
established payroll procedures.

Employee: According to Common Law Rule, "Every individual who performs services subject to the
will and control of an employer, both as to what shall be done and how it shall be
done, is an employee for purposes of all federal payroll taxes. It doesn't matter
that employer permits employee considerable discretion and freedom of action, so long
as employer has legal right to control both method and result of the services."
